Then offer once to run a fleet routine checkup. Skip create-verification-skill on an empty machine.

Two standing healthchecks: transcript-healthcheck (weekdays 8:44 PT friction scan) and routine-healthcheck (Mondays 8:49 PT token/waste audit). Both stay quiet when there is nothing to propose. Do not create anything from a report until the user picks. Skills use the same names as the routines.
